The Federal Government of Nigeria, in collaboration with the World Bank is implementing the Science and Technology Education Post-Basic (STEP-B) Project aimed at improving the quality and relevance of education and research in Science and Technology related fields in Nigeria.
The objectives of STEP-B Project are:

- promote high quality and more relevant research outputs.
- support improved links between Nigerian federal institutions and international counterparts; and

As part of implementation plans, the World Bank has approved the implementation of partnership project between Usmanu Danfodiyo University, Sokoto, Federal College of Education (Technical), Gusau, and Waziri Umaru Federal Polytechnic, Birnin Kebbi aimed at improving Information and Communication Technology for Virtual Learning. The project at its advanced stage is developing virtual libraries consisting of local research outputs and students projects from the partner institutions. In addition, the project is also strengthening access to ICT resources of the partner institutions to be able to host the contents and make same available to the global community. Already, network resources including server computers, wireless devices and bandwidth have been deployed in the institutions and local contents digitised and hosted on the servers. In order to ensure sustainability of the project, a capacity building workshop to improve the ICT skills of staff of the institutions has been made part of the project and approved in the workplan. While the original training was planned for the three partner institutions, the same provision made can now accommodate staff from other tertiary institutions from the region.
